Construction underway in downtown Regina, Albert Street overpass as city invests $147 million towards upgrades

The City of Regina says $147 million is being spent on seven road and water infrastructure upgrades this construction season. Sierra D’Souza Butts reports.

For the 2026 construction season, the City of Regina has invested $147 million towards major infrastructure and roadway projects across the city.

Seven major projects will be the focus this year including the 11th Avenue Revitalization Project downtown, the Albert Street north overpass, the southwest sewer upgrade project, the Speaker’s Corner drainage renewal project, and the Al Richie drainage improvement project.

The city will also be working towards upgrading the intersection between Dewdney Avenue and Lewvan Drive, in addition to improving the storm drainage pipes in Heritage Regina. Tenders for those two projects are expected to go out this spring.

“We’re building capacity above and below ground to keep traffic moving and the water flowing as our city grows. Our focus is on improving roads, bridges, traffic systems and the critical water, wastewater and drainage system,” Kurtis Doney, manager of operations for the City of Regina, told reporters Monday morning.

Upgrades on 11th at final stages

Entering its fourth year of construction, the 11th Avenue Revitalization Project is now in its final stages with upgrades planned from Scarth Street to Cornwall.

Last year, the city finished upgrading the underground infrastructure between Sinton Lane and Broad Street, as well as rebuilding the roads and sidewalks between Broad and Lorne Street.

The same types of upgrades are planned for the remaining part of the street.

“This is the last stage of the last phase of the contract. We’re working from [Cornwall] area to Albert Street, doing all the undergrounds and the road renewal work,” Doney explained.

“As you see further to the east that work is all complete and that is what the finished project will look like.”

Construction on 11th Avenue is expected to wrap up by October.

Albert Street Overpass

Another project expected to reach completion by fall is the Albert Street Overpass Upgrade.

Work to raise the bridge’s height for over-height vehicles to pass through is already underway. The project is estimated to cost $8 million for 2026.

As part of the two-year project, the city replaced the southbound overpass in 2025.

Turning lanes between Dewdney, Lewvan

The intersection of Lewvan Drive and Dewdney Avenue will also be getting an upgrade. On average the area sees nearly 50,000 vehicles passing through daily, according to the city.

“The project is to reduce the risk of any accidents there,” Doney explained. “That work is still in the final design phase and we’re looking to tender that.”

Construction for the area is expected to proceed either this year or 2027 varying on tenders received, he added.

Through the city’s planned construction map, residents are able to keep track of any road closures along with updates to any of the major or smaller construction projects.
