Man charged in child exploitation investigation, Surrey police say

A 41-year-old man has been charged with child exploitation offences after a year-long investigation by the Surrey Police Service.

Kevin James Belcourt has been charged with one count each of possession of child sexual abuse and exploitation material, distribution of such material, voyeurism and committing an indecent act, the SPS said in a news release Friday.

Online court records indicate the date of the alleged offences as Oct. 9, 2024. Records also show Belcourt is charged with two counts of breach of probation, both dated to June 10 of this year.

Surrey police said their investigation of Belcourt began in January, when the department’s Internet Child Exploitation team received information from the National Centre for Missing and Exploited Children.

During their investigation, members of the SPS ICE team “executed numerous search warrants, seized electronic devices and identified a suspect,” according to the release.

Belcourt was arrested on Thursday “for numerous offences” and held for a bail hearing, the SPS said.

He remains in custody and his next appearance is scheduled for Dec. 11 in Surrey provincial court. The investigation is ongoing, the SPS said.
