Rental unit repair licenses hope to clamp down on ‘renovictions’ in London

A new bylaw being implemented in the City of London hopes to protect tenants from ‘renovictions.’

The new Rental Unit Repair License Bylaw makes clear requirements for landlord who want to renovate rental units and require tenants to leave for the renovations.

The by-law requires a landlord to obtain a permit when serving an N13 eviction form, which is used in Ontario to terminate tenancy for repairs or renovations that require vacant possession.

“With the housing crisis affecting so many in our community, it is more important than ever to ensure tenants are not unfairly displaced from their homes,” said Mayor Josh Morgan. “This bylaw is yet another tool our Municipal Law Enforcement Officers will have in an effort to keep housing stable and accessible for Londoners.”

The City of London’s legislation requires that a professional document the need for vacant possession in order for the necessary repairs to take place, and requires that tenants be given an information package informing them of their rights.

“This is an important step to protect renters in our community and discourage landlords from using N13 notices to evict tenants unfairly,” said Orest Katolyk, Director, Municipal Compliance Services.

The hope is that the new legislation will clamp down on unlawful evictions and make sure that tenants can make informed decisions.

“I’m proud that London is on the forefront to take action against unfair evictions due to renovations.” said Scott Mathers, Deputy City Manager, Housing and Community Growth. “These new regulations help ensure tenants are not unfairly displaced, preserving access to stable and affordable housing.”

The new by-law came into effect on March 1.
